It means the lots on the list are the ones where a builder could make back 75% or more on the money they put in, based on the numbers. This is an estimate, not a promise. Always check the numbers against your own costs before you buy.
Is the return guaranteed?
No. Nobody can promise a return on a future project. The numbers are estimates. They use today's prices and normal building costs. Your real result depends on your own costs, your loan, and the market when you finish. Use the list as a strong starting point, then run your own numbers.
What does it cost me?
